3、投標(biāo)人資格要求

投標(biāo)人應(yīng)具備的資格或業(yè)績：1)投標(biāo)人必須是從事同類電子設(shè)備生產(chǎn)與銷售2年以上（含2年）的獨(dú)立生產(chǎn)廠商，或生產(chǎn)廠商正式直接授權(quán)針對該項目的唯一銷售代理（代理商需提供相應(yīng)的代理授權(quán)證明文件，包括英文原件復(fù)印件及相應(yīng)的中文翻譯件）。 2）所投監(jiān)視雷達(dá)頭及場監(jiān)雷達(dá)自動化系統(tǒng)從2009年至今應(yīng)至少有2個已正式運(yùn)行的現(xiàn)場實施項目實例的證明。（投標(biāo)人需同時提供銷售合同、用戶使用證明、現(xiàn)場驗收簽字文件的復(fù)印件，銷售合同必須以簽訂時間計算，銷售合同、用戶使用證明和現(xiàn)場驗收簽字文件均需能反映上述時間、數(shù)量及規(guī)格等要求）。 3）投標(biāo)人名稱應(yīng)與招標(biāo)代理機(jī)構(gòu)的購標(biāo)登記表上的名稱一致。如不一致，投標(biāo)文件中應(yīng)附有投標(biāo)權(quán)轉(zhuǎn)讓函，否則其投標(biāo)文件將予以拒絕接受。 4）本項目不允許聯(lián)合體投標(biāo)。 5）所投產(chǎn)品必須獲得有效的中華人民共和國無線電管理委員會針對該無線電設(shè)備的進(jìn)口許可證（無線電發(fā)射設(shè)備型號核準(zhǔn)證）（需處于有效期內(nèi)，若證書要求附加其他資料方為繼續(xù)有效的，須按要求附加其他資料）； 6）所投場監(jiān)自動化系統(tǒng)必須取得有效的民用航空空中交通通信導(dǎo)航監(jiān)視設(shè)備使用許可證或有效的臨時使用許可證,需提供相應(yīng)復(fù)印件。 7）所投場監(jiān)雷達(dá)頭必須取得有效的民用航空空中交通通信導(dǎo)航監(jiān)視設(shè)備使用許可證或有效的臨時使用許可證,需提供相應(yīng)復(fù)印件。

3.Qualification Requirements For Bidder

Qualifications or Performance：1) the bidder must be engaged in similar types of electronic equipment production and sales of more than 2 years (including 2 years) of independent manufacturers, or manufacturers directly authorized for the project's only sales agent (agents need to provide the corresponding agent authorization documents , Including a copy of the original English and the corresponding Chinese translation). 2) The surveillance radar head and field monitoring radar automation system from 2009 to date should have at least two formal operation of the implementation of the project to prove the case.
